Yes you can appear for JEE MAINS 2023 even if you have not scored 75% in board exam. As per the notification by NTA for 2022 , candidates who have passed their 12th boards or equivalent examination with a recognized board are eligible to appear for JEE MAINS 2022, 2023 2024 and if you qualify JEE MAINS, you are even eligible for ADVANCED as JEE advanced has also no minimum percentage criteria for board exams but only two attempts are allowed for JEE ADVANCED.
If you are thinking to take a drop year then without having any doubt in your mind, go for the drop and prepare for JEE 2023.
