The GATE rank predictor use the data of the previous years and compare it with the current year scenario to provide u the result by calculating some of the informations provided by u. It may not be accurate about it's result but it is surely approximately correct. Most of the predictors have a formula fit in them which intakes your info and provides u the approximate answer as it itself says predictor.
