Sir i qualified 12th in 2018 from 65.4% marks. and in bio-65 but in math-67. Am i eligible to register for NEET.

Yes, of course. Actually, you have to score 50% marks in aggregate in the 12th board examination and just pass marks marks in all other individual subjects to eligible for the NEET examination.

NEET 2019 detailed Eligibility Criteria:
Qualifying Exam -
10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology, and English as a core subject in both Classes 11 and 12 from a recognized board.
Minimum Age Requirement -
17 years as on December 31, 2019.
Maximum Age Limit -
Not more than 25 years of age for unreserved category candidates and 30 years of age for reserved and PWD category candidates.
Qualifying Marks -
UR - 50%, OBC/SC/ST - 40%, PWD - 45% (minimum aggregate marks only for PCB subjects)
Maximum Attempts -
No limit on the permitted number of attempts.
Nationality -
Indian Nationals, NRIs, OCIs, PIOs & Foreign Nationals.
So, considering your marks yes you fulfill the required criteria for marks, yes you are eligible.
