Yes you can appear for the Combined Defence Services examination as the age limit eligibility criteria says the age to be between 20 to 24 years of age and as you are 21 right now, you are eligible to appear for the CDS exmaination this year. You can give exams of Indian Military, Naval forces, Air Forces Academy.
The other important eligibility criterias are The minimum acceptable height for male candidates is 157.5 cm. for Army, 157 cm for Navy and 162.5 cms for Air Force. The minimum height of women candidates’ should be 152 cm.

Yes , with your dob you are eligible for cds because as per eligibility criteria of cds for Officers Training Academy i.e OTA ( in cds female candidates are eligible for OTA only) , one needs to be in the age group of 19 -25 Years i.e. should not be born earlier than January 2, 1995 & not later than January 1, 2001 to be eligible and also should be unmarried .
Also you need to be either a graduate in any descipline or should be in your final year of graduation to be eligible
