The MCC website allowed only upto registration its not allowing to log in again so I am not able to pay registration fees,is it so for all ?

there must be some problem with website or you may have provided some wrong information , otherwise it should open for you to continue with payment otherwise you cant go for choice filling. try again n if it doesn't stil open, then try contacting the mcc help desk for help.
