Once NEET 2019 results are out, you would have options to apply for All India quota - for 15% seats in all government medical and dental collges. After that, there would be two rounds of counselling for All India. Later, seats that have been left vacant would shift to the 85% of state quota and at that time, states will start releasing their own state counselling procedures.
To apply for 85% state quota of your state, you should qualify their mentioned requirements. Different states have different websites for you to register. For example, for the UT of chandigarh, you need to apply on the official website of the single hospital in Chandigarh, which is GMCH, Sector 32 -

In case your state has multiple hospitals, you might want to google ans search the hospital through which other hospitals are affiliated to, for example, in Haryana, the oldest and largest government hospital has been Pt. Therefore you have to be extremely careful and active to browse for latest updates on your state counselling procedures. Sometimes, a few states like Maharshtra start their counselling procedure

the time of All India Counselling. So you would have to keep an eye out for registering in your own state. Some have it a little delayed, some immediately after. However, most states give ample amount of time during the registration window. Even if you are planning to fill in for private medical seats, you would have to apply for those during their particular state counselling under 'management quota' (50%) if you do not belong to that stage or under 'State Quota' (50%) if it is your home state.
