No, you can apply for state counselling of your state.
A student can apply for both state counselling as well as all India counselling.
For state counselling visit the official.website and register there. Same way for all India counselling register on mcc.nic.in
You can even sit for counselling of other states as well but only for private colleges because you are eligible for state quota government seats of your state only and for all the other states, you are eligible only for the private college seats.
