whether I can go for electrical and masters and PhD in any other energy related studies and then do MBA to have my own startup

See...for having ur own startup u don't need to do Ph.D but if you want to then it's upto u but it will take time...For a startup u don't even need a MBA degree but in fields like Energy management,you need deep knowledge of these thing which will further help you.And for that electrical engineering won't help you...you should pursue any course that is related to environment and ecology.Go for bachelor's and then Pursue MBA.Your aim should be to acquire knowledge that will help you in in your startup.
