You may have some slim chances of getting the MSc in Environment Management. The rank of 65 in IPUCET is perhaps not that bad.
In Guru Gobind Singh Indraprastha University, the number of seats available for Masters in Science in Environment Management is only 25. The only way possible is through some sort of reservation if available in IPU. If some one vacates the seat and again a second list of candidates is taken out by the University, then also you may have some chances of getting admission in the institute. I don't see if you have any other option in this regard right now.
If you want to pursue your post graduation from other colleges from Outer Delhi or any other region, still you need to a secure a very good rank in that Institute's entrance test as well. You need to be one of the best rank holders there too. Only then you can have some real good chances of making into that college irrespective of that region. MBA is MAsters in Business Management. In this you get a General Management Degree i.e you study subjects from each of the domains - Finance, Marketing, HR, Operations, IT etc. In general,all IIMs offer a General Management degree or plain MBA only but it does hold a greater value. In the first year you have a mix of all subjects and the second year you get to choose which domain your want to specialise in by taking more electives in that domain or you can spread your risks and take electives evenly.
When it comes to MBA in a specific domain, you are more focussed to courses of that domain. The academic cirriculum covers minimum (say 1) courses from other domain and had an in depth focus on the domain you are doing MBA in.
