Yes, you can get admission into ISI ( Indian Statistical Institute ), even if you have studied in Hindi medium. There is no such restriction on the medium of study. You have to prepare the English version of the concepts related to the subjects in the entrance test,

It is not very clear from your question that which certificate exactly are you asking about, If you are asking about the academic certificates, then you must have Class 12th certificate for ISI admission test, JEE Main and CMI entrance exam with Physics, Chemistry and Maths as subjects. And,

The ISI Entrance exam would be having two separate parts, 1st part would be of mathematics with topics like algebra, calculus, geometry etc. whereas the second part would be of 5 sections of CS, Thermodynamics, Mechanics, Electrical and engineering drawing.

Yes, it’s possible to switch from BA to BSc, but you’ll have to start again from 1st year, as both are different streams with separate subjects and syllabus. Your BA 1st year marks won’t be transferred to BSc.
