University Grant Commission provides authentication to colleges and universities and if any college is not granted permission then it is illegal and is considered as a fake University. And due to that the degree won't be considered legal or authentic. The best will be to do the graduation again.
Dear Shubha, Karnataka State Open University doesnt offer Engineering Courses. It offers courses like B.Ed, BA, B.Lib. I.Sc, B.Com, MA, M.Sc, M.Lib, M.Com, LLM and Ph. D. In short, KSOU doesnt offer Engineering and Technology courses. It offers Arts, Commerce and Law courses.
I would like to tell you that all the degree from Karnataka State Open University (KSOU) from 2012 are Not Valid.
This is because KSOU has lost recognition with UGC from 2012.
So you are not valid for government jobs if you are a KSOU degree holder.

Actually correspondence B.Tech is not recognised as per the new rules and guidelines. This is as per the Supreme Court judgement passed in 2017. As far as I see some professional institutes may be allowed but these are also not recognized as per the court's ruling. check the eligibility here - http://gate.iitm.ac.in/Eligible
So I think that you may not be eligible but please write to IIT Madras for better clarification or call them up.
