Dear aspirant;
kcet- conducted by the Karnataka government and the cet fees for colleges is around 36,000. ( about 2 years, may be the same now). The admission to government colleges like UVCE and goverment aided courses like Electronics and communication in BMS cost you around 18,000. There are certain restrictions on other state students writing this exam like: the respective student must have studied at least 8 years in Karnataka or student's parents must have studied in Karnataka.
ComedK- conducted by private college associations and can grant admission to only private colleges in the comedK list. Other state students can get better access to private colleges through comedK. There are better opportunities for other state students and the rules are less stringent than kcet. The big hurdle in comedK is the fees for colleges is around 1,50,000. This is almost 4 times the kcet fees.

Yes! You can write both KCET and COMEDK. For COMEDK, you will not be requiring any domicile eligibility, however for admission into KCET, there are some domicile requirements to be met.
