No, it's not a wrong step to take civil engineering in NIT warangal. NITs are one of the prestigious colleges of India after IITs . NITs warangal have a good placements records as compared to many others NITs with many more international recruiters . Now if you are looking at decline in jobs and all that it's depends on you to be the best in what you are . But the NIT warangal is a great college if you are still unsatisfied with your decision than it's better to change your field .

As you have completed your graduation, you should pursue LLB for which eligibility criteria is passed Bachelor's Degree in any discipline from a recognized university with 45% marks and in case reserved category it's 40%. Universities like DU and BHU require minimum 50% marks while universities like Kurukshetra, Rohtak, Meerut require only 45% marks in graduation.
Admission varies among universities, for some it's based on the merit of the qualifying examination while in case of thers entrance tests are conducted for the same.

Yes you are eligible for both state and all india quota seats.
With state quota you will be eligible for 85% mbbs/bds seats of medical and dental colleges at uttar pradesh.
While with 15% all india seats you can be alloted any college with 15% all india reservation according to your neet score.

You atleast could have tried to complete the registration process before the ending of the deadlines. It is expected that the deadlines won't be extended further so at this point there is a high probability that you will not get your admit card.

According to the category rank you have mentioned in the question you cannot get any of the NITs as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. Now as you have already taken 1 year drop so I would not recommend you take drop again and you should go with some colleges like :-

The infrastructure of our college is too good ,intire each class for different trade with air conditioning.Clean Canteen,library,WiFi facility are available .the hostel facility are providing only for girls
The college is having all the necessary facilities, infrastructure and equipment which is needed by one. It is wholly built in greenary but the classrooms are not that much spacious. The Library of the college is good having necessary books but if I want to refer another option then it is not present. The living spaces are clean as the college is built in green environment.
