Yes, you can get admission in B.Tech 2nd year through lateral entry with either CUET or diploma merit in a private or government college. But you need to make sure that the specific college allows lateral admissions or not and also do check their policy regarding lateral entry as each institution has it's own requirement while the basic remains diploma in computers and CUET with relevant subjects for B.Tech along with marks above 50% aggregate.

If you are a Karnataka PU student who joined a diploma lateral entry course during your drop year, but now wants to get admission into an engineering college based on your 2nd PUC marks (not through the diploma), you should give the Transfer Certificate (TC) from your PU college.
As you are not going the diploma route to get admitted into engineering, then the PU TC only is enough and valid. But if you have already went to a diploma institute, even if for a small number of days, I can foresee some colleges also asking for a TC or discontinuation certificate from the diploma institute, just to address the dual enrollment concern.
