Yes. There are certain scholarship schemes. It would be better if you mention the college to know if any such concession is there or not.

Yes,various schemes are run by central and state govt. to help obc students.
Check ur state govt. website for help.

The fee structure for deemed universities is generally fixed. Fees is same for all students. Not based on ur category. However some minority religion colleges may give some concession
