If you haven't submitted your assignments, then your marks aren't updated hence even if you give your second year exam, the status of your grade card will remain incomplete, hence if you want to pass successfully it's mandatory to submit your assignments  for both the years so that marks are updated and you complete your course as per the rules and  eventually receive your marksheet and passing certificate, you should always submit the latest assignments in case you have not submitter the earlier one.

See, if you have failed to submit the assignments of your first and second semester in IGNOU, and you have already registered for 2nd year so in that case you will have to submit your assignments as soon as possible and make sure you don't do delay in next assignments.
