i have got 85.43 percentile in january jee mains and my cast is obc ncl.can i get admission in state level council.

You have got a decent percentile in your category, but this may not lead to any nits or iiits Or any top government college.
Although you may get admitted to any college in your state which is ranked low and counselling happens at the state level.
