i have obc certificate from up state but i have done my 12th from Maharashtra.my cast certificate is valid for AIQ neet counseling or not valid

To be eligible for OBC reservation at All India Counselling, the Community you belong to should also be listed in Central OBC list. You can check that at: http://ncbc.nic.in/User_Panel/CentralListStateView.aspx . If it is not listed under the Central OBC list, you might not be qualified for OBC reservation.
