I haven't appeared/registered for first round of all India quota neet counseling.can I appear/register newly during second round?

I would be glad to inform you that, according to the new MCC rule, even if you haven't appeared for the first round of counseling in the All India counseling session, you are still eligible for appearing in the second round.
