If someone is reappearing for 12th hsc boards and neet ( because they couldn't fulfill the eligibility criteria), which code is used for neet form filling? Can they use CODE 01?

No you can't apply code 1.
Code 1 us applicable to those students who are appearing for xii board this year and awaiting for board results .
For compartment exam applicants and those who are reappearing for xii board due to any reason must apply code 2 .
Even those students who have haven't exam from NIOS are applicable for code 2.
