Should i enter my internal assessment marks in practical section in DU online admission form , i am a J&K board student ?

Yes, you should upload your marks accordingly. The practical assessment will have maximum marks as 15+5 = 20 in your case.
Irrespective of the variation in total marks in theory and practicals in different education boards, the University of Delhi has clearly specified in its bulletin of information that theory and practicals marks will be considered in 70:30 ratio only. Your 80-20 marks will be adjusted according to 70-30 ratio. You should remember to enter the accurate marks clearly in your application form.
