Vit is asking to pay 3 L for phase 2 counselling. Is that includes tusion fees or i have to pay it later

Yeah 3 lakh is only the tution fee of 1 year which you have to pay during the time of counselling and rest other fee like hostel , placement etc. that you have to pay later.
