You should select the state where your permanent address is located or where you fulfill the 85% eligibility criteria.
The state selected for 15% All India Quota has no bearing on the student’s admission process since admissions to 15% All India Quota seats doesn’t have any domicile requirements.

Mam i am residing here in haryana n my aadhar card too haryana state is mentioned but i have completed my 10th 12th from Delhi n basically belong to UP state having identity proof for UP state so which state m i eligibile for domicile?? Haryana state require 15 years of resident but i am living here for 7 years ?? Pls tell me mam
