The eligibility criteria states that-
Indian Nationals are eligible to apply for TS EAMCET 2019.
Candidates should belong to Andhra Pradesh/ Telangana State.
Candidates shouldpass the intermediate with 40% withPhysics, ChemistryandMathematicsto apply for TS EAMCET Engineering 2019.
For TS EAMCET 2019 Agricultural, students must pass their intermediate withPhysics, Chemistry, BotonyandZoologySubjects.
Since you are from Jharkhand you cant apply for the same. Hope you are clear with it.

It has been clearly stated in the notice issued by the authorities that the candidate must belong to either Telangana or Andhra Pradesh to be eligible for appearing for the exam.
So sadly you can't apply.
