Hello,
No you can not expect BIT MESRA at 23000 obc category rank.For top branches like CSE you need a rank under 10000 in general category abd the cutoff rank for admission there is 30000 rank in general category.So you can expect BIT MESRA at your rank.
But try for other private colleges through state counselling.
