YES! If your all India rank in MIT WPU is 1511 you can easily get CSE in first round itself because the cuttoff rank for CSE is 1756 according to 2016 reports. Their may occur some variation but you can easily get it.

As i can assume that you are asking for all state quota that by.if your outside home State Ranking is 1511 then you surely stand a chance to get Computer Science and Engineering Branch in MIT WPU. That too in First Round of Counselling .Even if you don't get it in First Round (rarely) then filled for second round but you get CS easily
