Yes u can fill REAP form as it will include either your jee mains marks or 12 th board percentage or both . 50% intake is through jee marks and another 50% is based on 12th marks with first preference to be given to jee main scores. Yes u may get skit with this score . See after your reap form is filled and submitted it all comes down to your luck you may get a top notch government college like mbm jodhpur if some seats remain vecant there or u may even get a third tier college .so best of luck.

For admission in SKIT through REAP your JEE (Main) Exam-2018 rank and/or Class-12 Marks/ percentile will be considered.
Your 12th peecentage will be considered only If the candidates have not appeared in JEE (Main) Exam-2018. And JEE (Main) Exam-2018 rank will be given higher priority in comparison to class-12 marks/percentile. Hence your chances seem bleak as your JEE rank will be considered.
