No i don't think that it will work as every year cutoff is announced keeping in mind difficulty level and number of students appearing for examination. So according to me you would not be eligible with previous year JEE Mains marks through counselling for any college. Hope this may help you.

You can only use your JEE Mains 2019 ranks and marks to get admission in any college by any type of Counselling.
Any discrepancy would be considered as fraudulent and criminal activity.
