my sister got 2883 as local rank in general and 1780 in female quota in svu region.which course she can get in government college and caste is oc and have ews certificate.

Based on your sister rank she might get into top government Colleges like Sri Venkateswara University College of Engineering, JNTU Ananthapur etc .
Based on the previous year cuoffs she can get into cse,ece or any other branch she wish for.
But cutoffs tend to change slightly every year depending on various factors .
