In a UPSC exam if cut off marks of obc cat. is higher than gen. Cat. then a candidate from obc cat. got marks higher than gen.

It has never been the case that OBC cutoff is higher than General cutoff. It will always be lesser than general. So don't worry.
But whatever be the case an OBC candidate will always be considered an OBC and cannot be considered in GENERAL irrespective of the cutoff.
