My AIR is 189000(General{Male}) in JEE MAINS,I got EIE at NIT Agartala(Home State) in 1st round. So can i get ECE in same college in CSAB special rounds?

Well, as per the previous year's trend and comparing it to current year's jossa stats:
there is very low chance of you getting ECE (in 2019 josaa last round closing rank was 167441and this year it is 113082 so a drop is seen and so will be in csab), previous year CSAB closing rank for ECE was 167441 and chances are for a drop in this year too!, so definitely there is very less chance for you...
