My rank for jee advanced is 1071 and I belong to St category. Is there any chance to get any IISER

If you are in general category, you have to score a rank below 10k to get into any IISER. For IISER pune, you have to score around 6k.But if you are OBCNC, SC, ST or PD , then your category rank should be within 10k, inorder to join IISER.
