As far as eligibility criteria is concerned for UPSC and WBCS it remains the same that is passed bachelor's degree in any discipline from a recognized university, for general candidates the upper age limit is less in UPSC compared to WBCS, UPSC has quite has extensive syllabus and state level civil services in general do share a lot of commonality with UPSC, but yes unlike in UPSC you don't have to study in such a detailed manner in WBCS, if you're preparing for UPSC, automatically you're going to cover a large portion of topics, there might be few difference which you have to take care, this also requires a making a timetable and covering the topics that requires more attention, hence to answer your question you can prepare for both the most important thing is making a schedule and accordingly assign time to subjects for studying, you can go through the syllabus of both the exams available at the official website respectively, this will give you an detailed idea regarding both the exams, it's more dependent on your preference, determination, focus and persistence as both these exams are highly competitive in their own way.

The Graduate Aptitude Test in Engineering (GATE) is an examination which is used for admission into postgraduate programme or recruitment in Public Sector Undertakings (PSUs) of engineering students. However, whether you are eligible to sit for PSU interviews in third year differs from PSUs to PSU. Some PSU calls students from third year for interviews but others may not. Also, you can join any PSU only if you have your graduation certificate ready. So appearing for PSU interviews in final year is beneficial and widens your opportunity.

It might become a problem when they ask for ID Proof in examination hall. For Example, if you have your full name in your ID Proof and not on your Admit Card, then it will be a problem. No problem, you can do the Corrections online in CMAT Registration. The date for Correction starts from 25th to 30th of January, 2021. So, do your Corrections properly!

To clear the subject in 3rd semester . You have to study more. As you have to do study of third semester also. So have to study the subjects of 3rd semester also. And you have to give extra time for the subject in 1st semester. But it is possible to clear subject in 3rd semester but you have to study hard.

Yes of course you are eligible for JEE-Main 2021 because as per the latest number of attempts if a candidate has passed his/her class 12th in 2019 or later on is eligible for JEE-Main 2021 and for you this will be the last attempt of JEE-Main so be careful.
On December 16th 2020 the application process for JEE-Main 2021 February attempt has been started by National Testing Agency (NTA) which is the conducting authority for JEE-Main 2021. You can apply for JEE-Main from the official portal of JEE-Main which is given below :-

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.
A candidate will also have option to apply for one Session or more than one Session (February/ March /April /May 2021) together and pay exam fee accordingly. In other words, if a candidate wishes to apply only for one Session, he / she has to pay Examination Fee only for that Session during the current application period and will have opportunity to apply again for the March/ April / May Sessions.
Note that the photographs or images which you will be uploading for JEE-Main 2021 should be as same as the criteria set by NTA which are enlisted below as per the official information brochure released by NTA :-
To qualify for JEE Mains, there is no minimum aggregate percentage criteriabut yes if you want to take admission into NITs, IIITs or CFTIs then you should score a minimum aggregate of 75% in your class 12th if you belongs to General/Unreserved category and 65% if you belongs to any of the reserved category.
Also from this year according to New Education Policy the JEE-Main examination will be conducted in English, Hindi and other regional languages such as Bengali, Gujarati, Assamese, Kannada, Marathi, Punjabi, Tamil, Telugu, Urdu, Odia and Malayalam.
In JEE-Main 2021 there will be two sections for each subject, Section-A will be of Multiple-Choice Questions (MCQs) and Section-B will contain Questions whose answers are to be filled in as a numerical value.
In Section B, candidates have to attempt any five questions out of 10. There will be no negative marking for Section B.
All question will be of 4 marks and in MCQs there will be negative marking of (-1) on incorrect attempt.

Yes, you can seat for JEE Main without caste certificate . If you belong from any caste and want to avail the quota opportunities of SC/ST in JEE then only you need to provide your caste certificate. Also, even if you belong from SC/ST but don't have a caste certificate then also you can seat for the examination but you wont be able to avail the reservations and extra facilities of SC/ST/OBC.
