Yes, you can apply for NEET UG entrance exam even after completing graduation degree in any subject or zoology as in your case.
The basic eligibility criteria for the exam states that the candidate must have passed class 12th with minimum 50% marks in PCB and english subject combinations as an aggregate from a recognised board of education.
So, your graduation degree will not matter here, and you'll be considered a fresh passout of class 12th.

Manipal Academy of Higher Education (MAHE) will start the MET 2021 Slot booking for phase 1 from 8 April 2021 . MET 2021 Slot booking for phase 2 will start from 3 June 2021 .The exam has two attempts where you can have the option of appearing in one or both the phases of the exam.

Yes,you can apply for phase 2 directly.
And for that you have to book your slot separately for appearing in the exam.The process of booking a MET slot for a second attempt is the same.You will be charged Rs. 1400 for booking the slot.

The eligibility criteria for appearing in UPSC prelims examination is that a candidate should have attained the age of 21 on the month of 1 August in the year the candidate is appearing. According to your date of birth, your age in 2023 will be 21 years so you will be eligible for upsc.
