Uvce has the best placements among the three so that's an advantage and also its civil department is one of the finest u will find.
Sorry to say, but you will not be admitted to UVCE because it is a government college under KCET and is only for Karnataka students and if you are Karnataka student then you should definitely apply in this. Sure, you will get into NIE Mysore, it is a reputed college with good faculty. Also, it would be more clear to you if you could specify the branch name as well.

You can get the seat in second extended round in all colleges as you mentioned in the question except UVCE college with your rank 29000.
You mentioned colleges and their cut off in 1st round:
1. National institute of engineering——-47100 cut off rank.
2. SJC engineering college————101314 cut off rank
3. Vidyavardaka engineering college——-50869 cut off rank
4. University Vishweshwaraiah college of engineering————2601 cut off rank

Last year a candidate belonging to general category with rank 26638 secured admission to Mechanical Engineering in University Visveswariah College of Engineering Bangalore in round 2 of counselling. Considering the previous year cut off you have chances of getting seat in Mechanical Engineering in the preferred institute.
Cut off may increase or decrease depending on factors such as total number of candidates appeared, difficulty level of examination and total number of seats available etc.

Visvesvaraya College of Engineering is the 5th Engineering College of India it was established it was established in 19 17. Established by sir M vishveshwarya the recipient of Bharat Ratna was the main inventor of this college. It has an extraordinary educational track record and placement record. So it's admission is restricted to only extraordinary meritorious student.
So you try for another Government College which will be available for you to get admission in engineering, Andhra Pradesh orin the state of Telangana.

I am very sorry to inform you that according to the previous year cutoffs, your chances of getting a seat in BE Computer Science And Engineering or BE Information Science & Engineering courses in UVCE is very low. In 2018, the cut-offs for 3AG category for CS was 2846. The cutoff for IS was 3721.
However, you might get a seat in BE Mechanical Engineering and BE Civil Engineering departments. Hope this helps!

Since you haven't told about if you have some category reservation or not so ia am assuming you are a general category candidate so according to your rank you have no chance in UVCE till the last round because last year (2019) the last candidate got seat has rank in the range of 2300(general) in CSE. You have slight chances to get into your preferred college but also try to put some back up option as cutoffs tend to change every year based on various factors.
Fill the application based on your preference irrespective of cutoffs
