Seriously this question seems to be very weird for me because the constitution of India says no one can be discriminated on the basis of caste, then how can it be possible in any institute that they donot take you because you are of OBC or any ABC caste.
UVCE was established in the year 1917, under the name, Government Engineering college by BharatRatna Sir M Visvesvaraya.

To be honest you are around the boundary line of either this side or that last year's closing rank was around 5000 so I suggest you to go for councelling and have a look at your chances.
