I think DSATM is better than UVCE in every parameters like placements, facilities, faculties, college ratings

Yes, Other state students can join UVCE College . To join UVCE college you need to write KCET (karnataka common entrance test )  or DCET ( Diploma common entrance test ) are conducted by KEA(Karnataka Examination Authority). There are no payment seats .

As you are from other state you can only apply for KCET .  DCET is only for the students who studied in the Karnataka Technical Education Board.

University Visvesvaraya college of Engineering(UVCE) Bangalore ,Number of rooms 62,number of beds 248.Hostel provides WIFI too.According to fee structure hostel residence is free and per day it cost 50 rs/-for meals and total it is about 9000 per semester.Freshers While admission have to pay 3000rs/-as cleaning charge and 2500rs/- as deposit which will be refunded while leaving the hostel,Be honest in this clg rooms are very small and not  good hostel facilities.

As per previous years records, For BE in CSE, if your under the General Merit Category, then you need to secure less than 2500 rank and for ISE your rank must not be lesses than 4000. But trend changes every year, so there are still some chances.

You haven't mentioned your Category. But according to 2019 Mock Counselling cut off list of 2019, a rank of 12516 secured a seat in UVCE under SC Category. That was the highest cut off rank. For other Categories it has been as follows:

General Merit: 1577

OBC: 6152

ST: 6474

Now this is 2019 mock counselling data. And cut offs change every year. If you belong to SC Category, you might have a chance. Or else, a seat in UVCE for CSE might be tad difficult. For admission in University Visvesvaraya College of Engineering, Bangalore you need to give KCET exam you will not get admissions through other state CET exams. Candidates have to appear for Karnataka Common Entrance Test (KCET) Entrance Exam. Candidates have to attend the Counselling at CET Centre conducted by the Karnataka Examination Authority (KEA), Government of Karnataka. For admissions in College of Engineering, Trivandrum you need to give KEAM it does not accept any other exam. Candidates have to apply and appear for Kerala Engineering, Architecture, Medical Entrance Examination (KEAM) conducted by Commissioner of Entrance Examination (CEE). Candidates have to secure a valid rank in order to meet the KEAM cutoff requirement.
