No..1st year BTech cannot apply for SSC CGL 2021 . The eligibility criteria is :
- Need to complete graduation with any discipline from any recognized University .
- The graduation certificate should be issued on or before the closing date of application .
you may appear for SSC CHSL exam instead of CGL as for now because the eligibility criteria is 12th exam qualification for CHSL.

No you cannot apply for SSC CGL examination in the first year of your BTech.
This is because,
To be eligible for SSC CGL examination you need to be a graduate or should be appearing for final year graduation examination.
So, you can appear for SSC CGL after completion of your BTech or while appearing for your BTech 4th year final examination

**********You must have a bachelor's degree in any discipline from a recognised university
††† Students appearing fir their final year degree examination are also provisionally eligible.
**********Minimum age limit :- you need to be at least 18 years old to be eligible as on 1st August of the year of appearing for exam.
**********Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category
