I don't think you can go for migration from one College to another if you have backlogs. Migration of colleges have complications. Few of the  colleges only accept if your previous and the college comes under same approval. Where few of the colleges accept migration after 1 and 2nd semesters Only. But still,.get an approval from both the colleges revealing the problem of backlogs, if you get the approval you can go for it with no problems Futher

If you got a backlog, the colleges usually provide an improvement test afterwards. So, you can give the exam again and score well. Still, if you want to change college with a backlog, you can, but, need a produce a valid reason for this. Different Central and State Universities have different rules and criterias for the process. You need to inquire about this first.
