Hello there, hope you are doing well. I'll list the names of the states which have started their counselling below :
- Assam
- Punjab
- Karnataka
- Rajasthan
- Madhya Pradesh
- Tamil Nadu
- Arunanchal Pradesh
- Himanchal pradesh
- Andhra pradesh
- Gujarat
These are the states which have started the registration for their state counselling post NEET UG-2021.

I belong to Assam and Assam has not started counselling for NEET UG 2021 till now.

Hey! Yes Assam hasn't proceeded with the other processes of state counselling . Most probably they are waiting for the first round of AIQ counselling to begin . But they have released their state merit list on 23rd November 2021 . And there are many states which haven't even released their state merit lists .That is why it has been mentioned in the answer.
