The number of voters who did not vote = 1 + 9 + 5 + 8 = 23 voters
Total number of votes = 41 + 97 + 52 + 59 + 225 = 474 votes
Required percentage = $\frac{\text{The number of voters who did not vote}}{{\text{Total number of votes}}}× 100 $
Required percentage = $\frac{23}{474}× 100\approx$ 4.9%
Hence, the correct answer is 4.9%.
