No, we do not get reading time for JEE Main or Advanced.
Infact, you can only break open the seal of the paper once the time starts. And the 3 hours time counts from right then. You do not get few extra minutes before the time starts to read the paper.
You can however, I suggest, give a read once and get an idea of the paper.
