Dhrubv, you haven't mentioned the Exam you are enquiring about. But in general, General Category and EWS have been made 2 different Categories depending on the annual house hold of the Candidate from all sources. So lets say if you belong to General Category and the seats have been filled up for General Category and you were not allotted a seat. But then there is EWS Category wherein seats are available. These seats will not be opened for General Category. Subsequent rounds of Counselling will be held and the seats will be filled only with EWS Candidates. This cannot be filled by General Category Candidates. Let's say after all rounds of Counselling if EWS seats are still available, then those seats are transferred to the respective Colleges and then it becomes the College's decision as to how to fill those seats.
