I have seen in a video that if the college refuses you can put your cet exam application and upload it in form 15a

Hello student yes you're pass out but still you're a bona-fide student and alumni of you're respective colleges. You need to ask them to sign it because without that it's difficult to avail cast certificate.

You can contact your college Dean/principal regarding this.

see generally you may apply for caste validity certificate by login to the online portal or in offline you may go to  nearest Tehsil/SDM office and collect the application form for getting a Community certificate. generally the documents needed for caste certificates are as follows;

1, Identity proof

2. address proof

3.Affidavit for a Community Certificate

4. Proof of Caste (Self or that of a blood relative

however the process may differ to state wise , however try to contact with higher authority of your college like managing committee  or see alternative solutions.
