Yes, you can participate in CSAB special round, provided you have given JEE Main. CSAB NEUT 2019 counselling is for admission of JEE Main 2019 qualified candidates in the participating institutes falling under North Eastern States and Union Territories ( NEUT ).
The result of the first round of seat allotment for NEUT has now been declared, if you had not applied earlier then you can apply now. You can check the seat allotted to you from the following link: https://csab.nic.in/NEUT/NEUTChoiceFilling/Result/Result.aspx .
