I am getting a message that "either you have invalid input details or you are not eligible". I have checked my details and i am eligible for councling. What could be the reason for that?

If you are eligible and if your details are right and still you can't login then it can be a server problem. Now you don't mentioned which counselling it is, but did you register for the counselling? If you don't register yourself for the counselling, then the same problem may occur.
If you try some later and still you can't log in and if you have registered yourself for counselling, then I would recommend you to contact the helpdesk of your counselling and they will provide you the information from there database.
