The central EWS eligibility and the benefits that it can avail for the candidate are given on the official ews site of the gov, from where your e-mitra assistance is generated. You can check all those criteria which come along with the, less than 8lakh income rule and get an ews certificate after certain gov officials have signed your application for EWS certificate.

Sorry, but you can't get a Central EWS Certificate with a state OBC NCL certificate because the eligibility for this certificate requires you to be from the general category and not from any reserved category, and your family income should be less than INR 8 lakh in the financial year.
