It depends entirely upon the norm of the college, some do allow final year students that is if your graduation will get completed by the year in which you're seeking admission, and then there are some which don't allow, for example if you're aiming for JNU for MA Korean then it's imperative to have passed graduation in any discipline from a recognized university securing 45% aggregate, of course you do need to have adequate proficiency in Korean language, if you have any specific college in mind then mention the details in the comment box below, else you can also search our site regarding this.
