Definitely yes as with these marks you have successfully cleared JEE Mains 2019 you are eligibile for JoSAA counselling 2019. You can check you percentile score if it is greater than 44 percentile then you can definitely register for JoSAA counselling 2019. Best of luck!

thanks for asking your query,in your case if you have cleared your category cutoff in jee mains 2019 then you could seat in the josaa counselling.As per your rank you may get seat in the 4th or 5th round of counselling.
