The eligibility for fee reimbursement is the annual parental income should not exceed 1 lakh of EBC / EWS category students. And for OBC'S /ST /SC should not exceed 2 lakhs. 

AP local students applying to TS colleges in 15% unreserved quota in counseling are also eligible for fee reimbursement.

I think yes you may be used income certificate of AP state in Telangana for fees reimbursement because of your father is working on that state and it is not possible to use same. and if you contract Consell office they may also help you and give you proper guideline that definitely helps you.
